HSA and FSA – How to Use Them in Copperas Cove

Q&A About this Tax-Free Money for Health Care

HSAs and FSAs are different types of accounts that can help you save money on health care expenses and taxes. If you are deciding upon a health insurance plan at your job, you will probably be familiar with these terms. However, you may not fully understand what they are and how to use them. We believe that everyone should be well informed about their health care financing options, so the staff at our eye care center in Copperas Cove explains:

What is an HSA?

Eye doctor, filling in forms in Copperas Cove, TXHSA is the name for “health savings account.” It is similar to a savings account for medical expenses. But you can only set up an HSA if you already have an insurance plan that has a high deductible. Your deductible is the amount of money you’ll need to pay for medical expenses before your insurance plan steps in to provide coverage.

Whether you work for a company or you are self-employed, you can set up an HSA. You just need to have a high-deductible plan. Some companies may deposit the full deductible or a part of it into your HSA. This money is not categorized as income, so it is not taxed. Other employers will just set up the HSA account on your behalf, and you must deposit into it.

Even if your employer adds to the money in your HSA account, you may add additional tax-free funds. However, the amount you are allowed to contribute is limited. In 2018, this total amount – from you and your employer – was set at not more than $3,450 per year (before paying taxes). The limit is $6,900 for family coverage, and if you are above 55 years of age, you can add an extra $1,000 annually.

How can I use the money in an HSA?

You can use it to pay for medical expenses or your annual deductible in our Copperas Cove offices, including:

  • Eyeglasses and contact lenses
  • Visits to the doctor
  • Prescription medication
  • Hospital stays

What Are the Tax Benefits of an HSA?

There is a triple tax break with HSAs:

  1. Contributions into the account are not regarded as income, so they are income tax-free
  2. You are not charged taxes on any increases in the total amount of money in the HSA. You can switch the money into mutual funds and other investments after your balance reaches a certain level, if you want.
  3. Withdrawing the money for medical expenses carries no penalty

You can maintain your HSA even if you switch jobs, just as you do with an IRA or 401K account. Also, you can roll over any money that you don’t use from year to year and invest it. Before you reach 65 years old, be aware that if you spend any of the funds on nonmedical purposes, you will be penalized 20% plus taxes on the amount you use.

What is an FSA?

This term stand for “flexible spending account.” The money that is deposited into an FSA is tax-free, and typically, you won’t need to pay taxes on any funds you spend from an FSA – as long as the money is used for qualified medical expenses.

An employer must set up an FSA; you cannot set it up if you are self-employed. Also, when this account is established, you will need to tell your employer how much money you will deposit into the FSA for that year. There is a limit to the quantity of money that can be deposited; the 2018 limit was set at $2,650.

A particularly significant rule about FSA money is that it must be used within the year. You cannot roll the funds over into the next tax year, and if you don’t use the money – you lose it.

Any medical bills that are not covered by your health insurance plan can be paid with FSA money, such as:

  • Medication or medical equipment not covered by insurance plans
  • Copayments and deductibles
  • Routine eye exams
  • Prescription eyeglasses
  • Prescription sunglasses
  • Contact lenses

Using Your Medical Insurance for Medical Eye Care

We Accept Many Insurance Plans in Copperas Cove

Medical Insurance is Not the Same as Vision Insurance

There are two types of insurance for eye care: medical insurance and vision insurance. Basically, vision insurance covers your optical needs, such as annual vision testing, eyeglasses, and contact lenses, it does not cover any part of your eye care that is classified as “medical.” Many vision insurance plans also do not cover contact lens fittings and yearly evaluations.

In contrast, medical insurance covers eye care services that fall under medical necessity. Therefore, if you have an ocular disease or condition that causes problems with your eyes, you can usually use your medical insurance. Some common examples of conditions for which we can bill your medical insurance include:

  • Comprehensive eye exams, with dilation (not including the refraction – vision testing – part of the exam)
  • Eye infection
  • Diabetes eye exams
  • Monitoring cataract development
  • Examination of patients who use medications with possible ocular side effects, such as steroid medications, arthritis medications, etc.
  • Management and treatment for macular degeneration
  • Monitoring and treatment for glaucoma
  • Emergency visit for loss of vision due to a medical condition

Tips for Using Your Medical Insurance in Copperas Cove

  1. When you call our eye care centers to book an appointment, be sure to tell us the purpose of your visit. That way we can bill the appropriate insurance.
  2. Remember to bring your insurance card(s) with you to your appointment
  3. Verify the number of visits you are entitled to per year; this amount can vary between different insurance policies
  4. Clarify the deductibles and copayments involved. You will need to pay the deductible, which is then subtracted from the balance.
  5. If you require both optical and medical eye care services (such as checking your vision prescription in addition to inspecting your cataract development), we can coordinate the benefits of your vision insurance and medical insurance plans in order to help you minimize your expenses. You may be able to use one policy to cover your eyewear and another to cover your medical needs.

Dr. Young Answers Your Eye Care Questions

Q: What type of patients do you normally see?

A: We see all kinds of patients. Many patients come in because they noticed a change in vision. Sometimes during screenings at school the students will be notified that they need to get their eyes examined.

Some patients thought they were seeing just fine, but failed a vision test at the MVA, or during a yearly physical. Many patients have been coming to us for many years. Others come to us for their first eye exams. A great deal of our patients come to us from friends and family who have recommended us, and they bring their families. We see children, young adults, adults and seniors.

Q: What are some of the things you will go over during a comprehensive eye exam?

A: During a complete eye exam, your Cove Eyecare doctor will determine your prescription for eyeglasses and will check your eyes for eye diseases, determine how your eyes work together as a team and evaluate your eyes as an indicator of your overall health.

A comprehensive eye exam includes a number of tests and procedures to examine and evaluate the health of your eyes and the quality of your vision. These tests range from simple ones, like having you read an eye chart, to complex computerized instruments that provide detail digital images of the retina and the complete eye.

Cove Eyecare doctors recommend you have a complete eye exam every year.

Q: What is an autorefractor?

A: One of the components of the eye exam is to establish the manifest refraction. We get this by using an instrument call an autorefractor. The autorefractor is a computer that uses light to bounce off of the back of the eye. Light travels in through the cornea, the lens, the retina and bounces back out. This takes a measurement of the length of the eye from front to back, and measurements of the corneal curvatures, and give us the prescription you need. Once we have this we will do the suggested refraction, where the doctor will ask you which picture looks better/clearer to you. We will do each eye separately, testing near as well as distance vision. This way we refine the prescription you will need to see the best you possibly can.

Q: What is the difference between spectacle lenses and other lenses?

A: Spectacle lenses are the part of your glasses which have the prescription to give you the best vision possible for you. They are the product of the prescription we arrived at during your eye exam – During the refraction, we refine the prescription and determine your spectacle lens prescription.

Q: What is glaucoma?

A: Glaucoma is a neurodegenerative disease which affects the optic nerve (which is the connection between the eye and the brain).

Q: Do you test for glaucoma during a regular eye exam?

A: Dr. Young: Yes. During a regular eye examination, we look for several different factors which can show symptoms of glaucoma.

We look at the optic nerve. That is the most important thing when we are trying to rule out the presence of glaucoma. Does the optic nerve look healthy? Does this optic nerve have an anatomy or appearance suggestive of the glaucoma process? Then we look at pressure readings that are taken inside the eye.

However, it’s not so simple to diagnose. It’s like high blood pressure. One reading doesn’t give you the full picture. We have more advanced testing to determine conclusively if the patient does have glaucoma or not.

Q: What part of the eye is affected by Macular Degeneration?

A: Macular Degeneration affects the most sensitive part of the retina, which is called the macula. It is a condition where the outer layers of the retina become disrupted, which in turn affects the person’s ability to read, drive, and recognize faces.

There are two forms of Macular Degeneration. A dry form which is most common. This affects about 90% of people diagnosed with Macular Degeneration. The other is a wet form, or hemorrhagic type of Macular Degeneration.

This wet form if more visually disabling and more aggressive of the two. There are a percentage of people who transition from dry Macular Degeneration to wet Macular Degeneration and that’s why Macular Degeneration needs to be monitored very carefully.

We check the retina, and if we determine the patient has formations suggestive of Macular Degeneration, we will then do further imaging studies and genetic testing, called the Macula Risk Test, which allows us to determine a person’s specific phenotype for the disease, meaning the person’s particular genetic makeup of the disease. We like to do this test because it helps us determine which nutritional supplements are going to optimize their vision and decrease the chances for vision loss.

What is VSP?

VSP provides vision care insurance to approximately 80 million people globally. It was formed in 1955 by a group of optometrists in Oakland, California, and quickly became a national provider. In 2007 it went international and VSP (Vision Service Plan) became VSP-Global. It is currently the largest vision care company in the United States.

Can I Use VSP at Cove Eyecare?

Yes! Our eye care clinic accepts VSP as an Out-Of-Network (OON) provider. When you book your appointment or check in, let our receptionist know you would like to use VSP.

Your eye exam will be covered by VSP payment plus a co-pay. When you purchase eyewear at our onsite optical, you will only be charged the amount which is over and above VSP’s coverage for whatever you buy, because we apply your VSP allowances towards the cost of any eyeglasses or contact lenses.

Please let us know if you have medical insurance too, since we may be able to apply that to your eye exam, maximizing your VSP balance toward your purchase of eyeglasses or contact lenses.

How Do I Bill VSP for My Appointment?

There are 2 ways for a VSP patient to get coverage for appointments and eyewear at Cove Eyecare. You can either…

  1. Following the guidelines on this VSP Cost and Coverage page, pay for your appointment and eyewear purchases up front, and submit the bill to VSP for reimbursement using their online submission form here, OR
  2. Let us know you would like us to file your claim, and we will take care of the rest. Co-pays will need to be paid upfront.

Note: Not all VSP plans cover OON practices, but we can help you find out if yours does! Contact us now. To allow us to access your VSP plan to determine your benefits and obtain authorization, you will be asked to provide the following information:

  • Patient ID or last 4 digits of SSN
  • Date of Birth

In order to complete your VSP claim, our office may require additional information from you, including:

  • Guarantor name and date of birth

Anything Else I Should Know?

Although we accept VSP, Cove Eyecare is not a VSP Network Provider. We do not necessarily use a VSP lab, we are not listed on the VSP website, and we are not subject to the eye exam restrictions, frame lines limitations or other contract rules set forth by VSP.

The eye care was good and the dr was thorough. However, when I called on my way to the appointment to let them know I was in a terrible thunderstorm and might be running a little late (I drive from Lampasas to Cove), I was told if my appointment would only be held for 10 minutes & if I couldn’t make it by then don’t bother coming! I found this rude & insensitive. I understand under normal circumstances there is a reason you establish appointment times, but this was not a normal circumstance! Not only that, my family of 5 spends a substantial amount of money (for us) at Cove Eyecare to ensure we get the most accurate fittings in contacts & glasses. We choose to pay the higher than normal charges for office visits & eyewear because your optometrist are the best around. But if we are not treated any better in the future we will be forced to take our business elsewhere – all because some young girl answering the phone wasn’t instructed properly in customer care!

I was pretty disappointed because the secretary did not seem to want to answer any questions I tried asking. I had some questions about there products and her answers were not applied to my question. when I asked her to show me glasses for my child she rolled her eyes and said hold on. when I asked for transitions she said they don’t really work good but then said they don’t have them. Then I asked if my child will be getting his glasses today and she said yes but at the time of check out she said he will get them the next day. Then an hour later i received a phone call from them saying my childs glasses wont be ready for another week.

Thank you for the review and I apologize that you were unhappy with our service. After speaking with you, I looked into the matter further. I discovered that your son had missed his appointment and you also informed the staff that you couldn’t stay for his exam. In an effort to accommodate you and squeeze your son in without making our on-time patients wait, my staff had to multi-task. This meant they were entering data and insurance information while attempting to speak with you. I’m certain this is what gave you the impression they didn’t want to answer your questions, but they were deliberately hurrying. Had you been able to stay, there would have been ample time to fully answer your questions after your son’s exam. Your son picked out his frames on Thursday afternoon. We were unexpectedly out of stock on one of his lenses. This caused his glasses to be delayed one day. They were ready to be picked up the following Monday, two business days later, instead of the next day. In retrospect, perhaps rescheduling the missed appointment would have been the better option. Overall Excellent. Cove EyeCare is located between two traffic lights making it more accessible than many local businesses on H 190. All employees were extremely courteous, knowledgeable, and professional. Tests and exams were accompanied by detailed explanations. Dr. Young was easy to talk to, readily address concerns, and a pleasure to deal with. She was very thorough in her examination and did not recommend any procedures she felt was not needed. Glasses arrived within a week and the prescription was spot-on. A copy of the prescription was provided. The service, examination, and end product greatly exceeded those provided by a nearby ‘chain’ business. Highly recommend.

Dr. Young was good. Her staff on the other hand were just terrible to work with. I would try to explain a problem I was having after a visit with them. When I called to explain or ask what else could I maybe could to I was talked over me and talked to in a disrespectful manner. And truthfully I am a paying customer and only wanted my original problem resolved, so with that be said I and my ENTIRE family will not be returning to this office. It also wasn’t just one bad experience on the phone it was many and the tone given back was not good customer service, Army people have way to many choices of places to go to settle for being talked over or acting as I your needs were not important.? We will be contacting Army to place this business on Black Ball List.

My family and I have been going to Cove Eye Care for nearly 10 years. When we call, the receptionist (usually Yuli) is very gracious and helps us promptly and efficiently. As our hoard descends upon the office, the staff graciously welcomes us to the office, ensures that we are taken care of well, and processes us in as people, not just patients. The same courtesy, efficiency, thoroughness and excellence continues through the preparatory exam, Dr. Young’s “hands on” exam and (if needed) eye wear selection. The quick return response if ordering contacts or glasses is outstanding. Once when my daughter felt her prescription was off, they re-examined her glasses to see if it was the correct prescription. When it was determined not, they promptly corrected the situation at no additional charge and gave her a few bonus items as well! Thanks Cove Eye Care! We love your attention to personal detail.

The Dr. is very specific in pointing out to you what she sees.?? I would recommend her to anyone, but especially to older eyes that can get a heads up on what might happen to their vision if they don’t have regular checkups.

Appt was @ 10AM and I was not seen until after 11AM. There were people with 10:40 appts. that were seen first. I was quoted a price over the phone and charged a significantly higher rate than quoted. The doctor is great though, and this place would be as well, if they could iron through the items I listed.

After many years wearing glasses I decided to try wearing contact lenses. When I made the appointment I told them I wanted to try and asked for their help. I was told a price and that they would be there to help me. Not so. I had no distance vision with the first pair. They order others and had me come in and pick them up. No help. These were no better (same no distance vision). I was told they would order others. No help. I decided contacts just don’t work for me. The clerk told me it would take 3 days to get a refund. They gave me an unsigned copy of my prescription. I asked if it was good without signature and the clerks told me no. Okay, they have my money and I don’t even have a valid prescription. That afternoon they had both my money and signed prescription available. Still not happy, but I can go buy new glasses.

As we discussed at your exam, a first time, complex toric, monovision contact lens correction requires follow up to be successful, but you declined to be scheduled. I love Cove Eye Care. The employees are so nice & cordial, & the care they give to me and my elderly mother is not comparable to other places we have been for eyecare.
